Website and portal terms
Rules for use of the public website and secure client portal.
Effective August 2, 2026. A signed Client Services Agreement and case-specific Service Plan contain additional binding terms.
1. Informational website
Public content describes CFV services and procedures in general terms. It is not legal advice, therapeutic advice, a custody recommendation, or an interpretation of a court order. Viewing the site or submitting an inquiry does not create a service relationship.
2. Court orders control
Applicable law and current court, protection, no-contact, dependency, and criminal orders control. Website content, portal tools, email, and scheduling messages cannot modify or waive an order. CFV may pause service until written clarification is obtained.
3. Accounts
Portal access is by individual account and case assignment. Users must provide accurate information, protect credentials, use a secure device, log out after use, and promptly report unauthorized access. Shared accounts, impersonation, credential disclosure, and attempts to access another case are prohibited.
4. Authorized uploads
Upload only records the user is authorized to provide to CFV. Do not upload malicious code, unlawfully obtained material, unrelated third-party records, child sexual abuse material, or content intended to harass, threaten, deceive, or evade an order. CFV may quarantine, reject, preserve, disclose, or remove content as required for security, safety, legal process, or records management.
5. No emergency use
The website and portal are not emergency reporting systems. Call 911 or the appropriate emergency, medical, crisis, law-enforcement, or child-protection authority when immediate action is required.
6. Recording and misuse
Users may not secretly record, screenshot, livestream, scrape, automate, or use artificial-intelligence transcription during a CFV service without all legally required consent and written approval. Portal records and recordings may not be deceptively edited, publicly posted, or used to harass or violate an order.
7. Electronic records and signatures
By accepting portal terms, the user agrees to conduct portal transactions electronically and to receive records electronically at the account address. The portal records the terms version, typed name, acceptance time, and security metadata. A case-specific agreement is effective only when all required fields and exhibits are completed and CFV accepts it.
8. Availability
CFV does not guarantee continuous website or portal availability. Maintenance, security events, third-party outages, legal restrictions, or system changes may interrupt access. Users should keep authorized copies of time-sensitive documents and contact CFV through an approved alternate method when necessary.
9. Governing terms
Washington law governs these terms. If a provision is invalid, it is limited or severed to the minimum extent necessary. A delay in enforcement is not a waiver. CFV may update website terms prospectively and require renewed acceptance for material portal changes.
